E: Estates & Infrastructure (E&I) Committee Terms of Reference

Key Purpose
EI1 To oversee the University’s estates and infrastructure strategies which underpin and enable the University’s 2020 vision; to oversee the management and implementation of significant projects relating to the University’s estates and infrastructure and to ensure that through such projects, the University continues to develop the quality of the student experience.

Duties
EI2 To oversee the preparation, review and implementation of the University’s estates strategy to:
a) ensure its integration with academic and financial strategies and the University’s overarching Strategic Roadmap
b) provide an environment for high quality teaching, learning and research
c) provide a high quality working environment for staff
d) ensure it is sustainable in meeting the University’s medium and long term needs
e) ensure compliance with health and safety laws and environmental sustainability
f) recommend any changes to the strategy the Finance & Investment Committee
(F&IC) and/or Board of Trustees as appropriate

EI3 To oversee the preparation, review and implementation of the University’s ICT
strategy to:
a) ensure its integration with academic and financial strategies and the University’s overarching Strategic Roadmap
b) deliver an excellent user experience focussing on support for Learning & Teaching; customer service; administration and management; and the student and staff experience

EI4 To consider initiatives relating to estates and infrastructure that realise the aspirations of the University strategy that the physical and virtual working environments are fit for purpose now and sustainable in the future, making recommendations to the F&IC and/or Board of Trustees as appropriate.

EI5 To consider project proposals for major investment in the estates and infrastructure including refurbishments, programmes of maintenance, cost effective use of space, leasehold arrangements, and system and hardware upgrades, making recommendations to the F&IC and/or Board of Trustees as appropriate.

EI6 To ensure that consideration has been given to processes and procedures which will ensure efficient operations, optimisation of resources and future viability and that these considerations take into account long-term aspects in decision making.

EI7 To receive updates on all substantial capital projects as the projects are being implemented and a post-project evaluation or final report following completion, bringing any issues of note to the attention of the Board and/or relevant Committee.

EI8 To review the University’s policies relating to environmental sustainability.

EI9 To review reports covering the health & safety and security of students, staff, visitors, property and ensure procedures and performance are being properly monitored.

EI10 To monitor and review those key performance indicators that relate to the estates and infrastructure.
