Professional Biography

As a Director (People), Stephen is responsible for the integrity of taught courses across the Business & Management Faculty, and on leading the Programme Heads in their stewardship of the University's programmes. He is also a Professor of Global Affairs. 

His academic and research interests are at the intersection of global political economy, public policy, government, business environment and public leadership. As such, Stephen is interested in Brexit and its potential impact on national business and local economies, industrial strategy and improving innovation. He is particularly interested in how public policy is made and by whom, and in improving decision-making and constitutional, democratic structures.

Stephen is perhaps best known for two strands of academic work; around the deficiencies in the policymaking process and global economic environment. He has published books and articles in both areas, and lectured around the ‘Brexit environment’ and Westminster governance. This research has supported contributions to numerous official inquiries, and Stephen has appeared as an expert witness before a Commons Select Committee.

Stephen has also published and broadcast content on the merits of inaction in decision-making and the dangers of a bias to action – particularly in Whitehall. For BBC Radio 4, he wrote and presented a 30-minute documentary entitled ‘The Case for Doing Nothing’, based on his research.

Stephen is also a frequent contributor to television, radio and the press, having appeared in news programmes at home and internationally, including BBC 1, BBC World, BBC Radio 4 Today Programme, Radio 5, BBC local radio, Al Jazeera, and other news outlets, including radio and television; from Australia to Canada and Greece to Singapore to Switzerland and Turkey. He is also available for interview on topics such as government, Brexit, Budgets, G20, elections, economy and so forth.

Relevant Past Employment

Before joining Regent's in 2019, Stephen spent two years as Director of MBA at the University of Bedfordshire, where he led a large, diverse and dispersed portfolio of programmes. Prior to this, he was Associate Professor in Public Policy at London South Bank University for eight years, where he led the Masters in Public Administration and PGR.

Stephen also taught briefly at Goldsmiths, University of London, having joined academia from a career in the City of London’s financial services industry – latterly as Head of Research for a major broker. Whilst in this role, he worked in both long established firms and for a start-up, where he was involved in portfolio management, product development and external relations. Additionally, Stephen has acted as a consultant for several commercial and not-for-profit organisations.
