This year’s iCES and Senior European Experts joint seminar looks at the European Union’s new Global Security Strategy adopted in June 2016, which is designed to keep Europe safe.

With terrorist attacks in Paris and Brussels, wars breaking out in North Africa and the Middle East and a resurgent Russia to the East, safety in Europe is a major concern.
But what role can the EU, an organisation without an army or even a military headquarters, play in protecting European security? Is the EU a force for strengthening Europe’s security or is it undermining the role of NATO in defending the West? And what are the implications for Europe’s security of the UK, the EU’s largest military power, leaving the EU?
Key experts will debate these questions with a distinguished panel of speakers and members of the audience.
Lord David Hannay is a Crossbench member of the House of Lords. In a distinguished diplomatic career, his postings included Head of the Middle East Department of the Foreign Office and UK Permanent Representative to the European Communities 1985-90 and to the United Nations, 1990-95.
Dame Mariot Leslie was the UK’s permanent representative to NATO from 2010 to 2014. In the course of her career in the diplomatic service, Dame Leslie also served as Britain’s Ambassador to Norway and in postings in Bonn, Paris and Rome, and as Head of the FCO Policy Planning Staff. As the Foreign Office’s Director-General of Defence & Intelligence from 2006-10, she dealt with the issues at the heart of this seminar.
Professor Michael Clarke was Director General of the Royal United Services Institute from 2007 to 2015. His distinguished academic career included being the founding Director of the Centre for Defence Studies at King’s College, London. Since 1997 he has been a specialist adviser to the House of Commons Defence Committee and in 2014/15 he chaired an Independent Review of Surveillance Powers in the United Kingdom.
